PCC Launches Police and Crime Plan

The Police and Crime Commissioner (PCC) for Gwent, Jeff Cuthbert, has launched his new Plan which provides the strategic direction for how policing and crime services should be delivered in Gwent over the next four years.

The Delivering a Safer Gwent Police and Crime Plan 2017 - 2021 sets out PCC Jeff Cuthbert's police and crime priorities for the Gwent Police area. The Plan has been developed following widespread consultation with members of the public, partners in the community and key stakeholders. The strategic document, which the PCC is required to produce by law within his first year in office, also takes into account local and national policing requirements.

The five police and crime priorities which form the basis of the Plan are:

  1. Crime Prevention;
  2. Supporting Victims;
  3. Community Cohesion;
  4. Tackling Anti-Social Behaviour; and
  5. Effective Service Delivery.

The plan also highlights how the PCC will work with the Chief Constable and partners to ensure that Gwent Police plays a full part in contributing to dealing with national and regional threats from terrorism and serious and organised crime. Tackling the real and growing threat of cyber-enabled crime has also been woven into the fabric of the plan as well as a clear focus on efficient joined-up working with partners to prevent and reduce crime.

Visible and accessible policing were among the key issues raised with the PCC during his consultation and engagement activities on the priorities in the Plan. Despite the UK Government's continued cuts to policing, the PCC explained that he has listened to what residents told him and that his decision to set the rise in the Precept (the part of the Council Tax that goes to Gwent Police) at 3.99% will enable the Force to recruit 120 new police officers to bolster the front-line during 2017/18. The Plan highlights Mr Cuthbert's commitment to provide an effective, accessible and trusted service that also provides value for money to the people of Gwent.

The Chief Constable will now publish a detailed Delivery Plan which will highlight how Gwent Police will deliver against Mr Cuthbert's priorities.

Launching his Plan, Gwent PCC Jeff Cuthbert, said: "This Plan has been informed by public opinion and sets out my priorities for delivering a safer Gwent. The main focus of the Plan is on preventing crime and I will look to provide the best service possible to improve community safety, protection for vulnerable people and to provide support for victims of crime, with a particular focus on victims of serious harm.

The demands on policing and community safety concerns have changed over the last few years and my new plan reflects this. The plan seeks to address current and emerging threats from crime over the next four years and also takes into account the issue of a reduced budget for policing and the rapidly changing nature of crime. You will see that there is a great deal of focus on partnership working in the Plan and I will be working with the Chief Constable and other partners to deliver against these priorities and ensure the best possible service for the people of Gwent."

The Chief Constable of Gwent Police, Jeff Farrar, said: "I have worked closely to support the Police and Crime Commissioner in reflecting the priorities that are important to the public. The Plan enables a clear direction to be given to my officers and staff, ensuring that they identify and respond to calls for service from all communities in Gwent. It also ensures that we address key issues and threats to community safety and stay connected with the public. This clear vision provides a strong direction for taking the Force forward."
