The Commissioner has entered into an agreement with the Police Ombudsman for Northern Ireland to deal with any complaints that arise from the deployment of police officers under mutual aid.

The Police Reform and Social Responsibility Act 2011 created the new role of Police and Crime Commissioners which necessitated a review of the support available to ensure that new emerging requirements could be addressed. Careful consideration has been given to the interim structure which will rpovide the skills and capacity necessary to enable the Commissioner to deliver statutory functions while still providing value for money for the people of Gwent.

Police Regulations 2003 as amended by the Police (Amendment) (no.3) regulations 2012 require serving police officers to notify their chief officer, in writing, of business interests and/or additional occupations they have or propose too have, unless that business interest has been previously disclosed. This includes voluntary work. This procedure also applies to police staff and police support volunteers. The information contained in the Business Interests Register has been subjected to the requirements of the Freedom of Information Act 2000, Data Protection Act 1998 and the Office of the Police and Crime Commissioner for Gwent's public interest test and is deemed to be exempt from publication under section 1 and 2.

In April 2012 ACPO published guidance on gifts, gratuities and hospitality which provided police officers and staff with an ethical framework in which to determine the boundaries of acceptability around gifts and hospitality. All police officers and police staff are required to notify the Chief Constable of all offers of gifts, gratuities and hospitality and await authorisation for acceptance. The information contained in the Gifts and Hospitality Register has been subjected to the requirements of the Freedom of Information Act 2000, Data Protection Act 1998 and the Office of the Police and Crime Commissioner for Gwent’s public interest test and is deemed to be exempt from publication under section 1 and 2.

Property which comes into the possession of the police in connection with a crime and where the owner cannot be found can be sold. The money is kept in a Police Property Act Fund with the proceeds then used to make payments for policing purposes. The Panel initiatives support my priorities as stipulated in the Police and Crime Plan and therefore i have decided to provide them with a one off funding grant of £1000.00 to support their work this year. The grant is provided on the basis that I will receive such information as necessary to reassure me that the grant funding has been used effectively to provide a service that supports my priorities for Gwent.

The Police and Crime Commissioner, as the employer of police staff within Gwent police, owes a duty for the health and safety under Section 2 HSWA and a similar duty to non-employees under Section 3 HSWA. There is also a duty under Section 4 HSWA to ensure that premises within the police estate owned by the Police and Crime Commissioner are safe.

Due to the retirement of the former Chief Constable on the 7th June 2013, the Commissioner has appointed the Deputy Chief Constable to the temporary post of Chief Constable until the substantive post is filled in autumn 2013.
