Your request is being treated as vexatious under Section 14 of the Freedom of Information Act 2000 and as such we are not obliged to comply with the request. The reason your request is being considered as vexatious is explained below:

The Freedom of Information Act is designed to give the public access to information held by public authorities. It exists to make the decisions of those authorities transparent and to keep the populace better informed regarding matters which affect them. Due to the obvious high interest in policing activity, a large amount of pressure can be place on individuals charged with ensuring lawful compliance with FOI. Common-sense dictates that we have to use those resources wisely, and principles have been established within the judicial framework of the legislation to protect authorities when requests are a burden on its staff, have no serious purpose or value or harass and/or distress staff.

Following your original request on 6th April 2018 we have received multiple and repeated requests from you during April and May for similar types of information prior to having a chance to respond to the first. As a result, this places a burden on the Office of the Police and Crime Commissioner for Gwent. Please note that any further requests that are similar in nature will not be responded to.

The Freedom of Information Act is a public disclosure regime, not a private regime. Any information disclosed under the Act is thereafter deemed to be in the public domain, and therefore freely available to the general public and will be published on the OPCC website.

I hope this information is satisfactory to your request however, should you feel dissatisfied with this response or the way in which your request was handled, information on the Office of the Police and Crime Commissioner for Gwent FOI Appeals Procedure can be found on our website: www.gwent.pcc.police.uk/freedom-of-information/appeals-process/
