I am writing to request information under the Freedom of Information Act 2000 regarding Operation Harley, Gwent Police’s initiative to tackle illegal off-road vehicle use.

Specifically, I would like to request the following:

1. The total number of vehicles seized under Operation Harley since its launch.

2. A year-by-year breakdown of seizures from the year the operation began to the present (e.g. 2020, 2021, 2022, etc.).
3. A breakdown of seizures by local authority area or district (e.g. Newport, Caerphilly, Blaenau Gwent, Monmouthshire, Torfaen), if available.
4. If held, a summary of the types of vehicles seized (e.g. off-road motorcycles, e-bikes, quad bikes, scooters, etc.).

This includes all Computer-Aided Dispatch (CAD) printouts, 999/101 call logs, and crime scene mapping of the xxxx cannabis plants, commercial growing equipment, electrical bypass setups, and integrated residential living/kitchen/bathroom facilities.
2. Complete Warrant Execution, Police xxx xxxxxxx xxx Tactical Search, False Wall Extraction, Interrogation, and Transport Body-Worn Video (BWV): All unedited BWV audio and video captures, alongside all participating  xx xxxx xxx Section and tactical division vehicle dashcam recordings, generated during:
• The initial forced entry and perimeter security setup across the commercial  xxxxx xxxxxxx xxxxx xxxxxxx
• The tactical deployment of  xxx xxxxxx and  xxx xxxxxxx through the industrial layout, the detection of the false wall structure, and the physical extraction/subdual of  xxx xxxxxx hiding within the false wall cavity.
• The search, inventory, and mechanical application of handcuffs to  xxxxx xxxxx
• The complete formal recorded custodial station interview loops conducted at the  xxxxxx xxxxxxx custody facility following  xxx arrest.
• Transits to and from custodial containment centers prior to remand and formal court appearances.

Please provide a precise cost estimate prior to executing digital media processing or physical document reproduction, under the parameters set by the Freedom of Information (Fees and Appropriate Limit) Regulations 2004. To maintain compliance with the Data Protection Act 2018 and UK FOIA exemptions—specifically section 40 (Personal Data) and section 30 (Investigations and Proceedings), the reviewing disclosure officers are requested to apply targeted redactions solely to shield sensitive personal variables, confidential tactical canine handler signals, and non-public police search methods, while disclosing all remaining segregable public primary offense summaries, botanical seizure manifests, BWV false wall extraction captures, and certified Crown Court sentencing instruments.

We prefer scope‑limiting: the unsealed court indictment packets + certified true copies of the judge's sentencing remarks and police arrest logs + the primary narrative sections of the initial        xxxx Police search reports + the unedited body-worn video (BWV) captures documenting the xxx  2026 initial    xxxx  unit raid,  xxxxx xxxxxx tracking, false wall concealment extraction, police station custodial interviews, and subsequent prison intake processing.

Please could you tell me the number of reports of anti-social behaviour in Blaenau  Gwent received by the council (outlining  wards/towns- of the antisocial behaviours reported, and what types of ASB were reported) , and actions taken?

I write as a concerned member of the Public who has a lifetime love of both Amateur and Professional Boxing.

I have written numerous articles for various magazines including the trade paper xxx xxxx ( formerly xxxx xxxx ) commenting on specific boxers latterly xxxxxx xxxxxxxxx whose profile I penned for xxxxx xxxxxx , February / March edition earlier this year. I am currently assisting xxxxxx with his autobiography hopefully due for publication in Dec 2026 with book launch at xxxxxxxxxx , xxxxxxxxx.

I have written for other magazines including xxxxxx espousing the benefits of teaching boxing in schools to improve children’s fitness , self esteem and self confidence.

In this context I had the pleasure of receiving an invite from xx xxxxxxx  Boxing Club to attend a lesson they were directing at the xxxxxxxxxx xxxxxx yesterday.

In a magnificent , spacious , new gymnasium stalwarts of the Club including  xxx xxxxxx , xxxx xxxx , xxxx xxx and others from the Club put school children through their paces.
xxxx lead the proceedings with wit , humour and an easy going encouraging style that led the boys and girls to actively engage in the lesson , answering questions about sport in general , diet , importance of physical exercise and then the children donned the gloves to learn the finer arts of the sport , the jab , importance of foot movement and ended with the children doing some physical exercises including press ups and sit ups.
All of the children were polite , attentive and it was a pleasure to watch from the sides.

xxxx and xxxxx are unsung heroes in my eyes both have given up their private time for the last 40 years plus moulding children into mature sportsmen and women teaching them life skills along the way and fostering an atmosphere at the Club that is diverse and welcome to all. They are a massive credit to the sport and xxxxxx , both modest and unassuming they do not ask for plaudits but in my humble opinion they are worthy of formal recognition an MBE for services to the youth of xxxxx.
Perhaps the relevant wheels can be put in motion in respect of the same.

I thought I should provide some context as to my making representations here before moving on to very contentious matters.

I have been informed that xxxxxx Amateur Boxing Club has received grants in excess of £20,000 from Gwent Police Commissioners Charity fund which has been frittered away and not used for the appropriate purposes.

I understand that tragically the Club has ceased to exist and is now a dance studio.

XXXX as you know has had its fair share of tragedy over the last few years with violent murders and an Estate and Community unsettled by serious crime.

The Boxing Club was the beating heart of the Community providing an outlet for boys and girls to train and learn all of the important matters referred to above.
I contributed financially on a personal level to the Club , giving money to xxxxxxxx xxxxxxxxxxx to buy equipment and the xxxx xxxxxxx  Charity also contributed funds. The Club now gone has robbed the Community to assist and support the next generation and future generations at xxxxx.

Of immense concern is the catastrophic , breakdown of the health of xxxxxxx xxxxx and the ripple effect that has had in respect of accountability re monies received from the Police and his apparently selling the Club which if true is fundamentally flawed from a legal perspective as he had no legal right to do so. Selling off equipment aswell is unlawful as it doesn’t belong to him in the scenario of a club folding the equipment has to be returned to the xxxx  Amateur Boxing Association.

I have been informed that the Mayoress is a key pivotal figure in the above scenario along with the Police Commissioner as such please treat this e mail as formal requests pursuant to the Freedom of Information Act 2000 and answer the following.
1. How much money ie grant money was given by Gwent Police Commissioner to xxxxxx Amateur Boxing Club?
2. When was it paid and to whom ?
3. Which bank account was the funds paid into and whose name / names are on the account.
4. What due diligence is followed up in terms of an audit trail following payment of the grant to establish how the funds have been spent?
5. Who authorised the sale to the Dance Club?
6. Has any xxxxxxxxxx City Councillor any family relationship with the proprietor of the Dance Club?
7.Please confirm whether the legal department of xCC became involved at any stage re issuing of grant monies / subsequent sale , if yes , who and provide their contact details please.
8.Xxxx xxxxxxx has battled addictions most of xxx adult life with successful treatment to go on and do good in the community but then with lapses leading to being sectioned at xxxxxxx etc. What research did you undertake to establish his antecedent criminal convictions and xxx general mental health prior to the grant being paid to the Club ?

It pains me to pen this e mail but I cannot allow the concerns of very experienced people go unchecked which is why this e mail is being sent.

To date I have not reported the matter to Avon and Somerset Constabulary who would have to investigate the matter because of the obvious conflict of interest re Gwent Police.

However I will not hesitate to do so if met with any fudge / obfuscation and being generally ignored.

 would like to know how many 'fatalities'   along with, how many 'Serious Injuries'   have there been   sustained on the B4263 section of "Bowls Terrace/Mill Road " Caerphilly due to vehicles in the past 5 years??

I am researching workplace drug and alcohol testing practices across
public sector organisations in England and Wales, with a particular
focus on the safeguards in place to prevent unfair dismissals
resulting from false positive drug test results.

As the Police and Crime Commissioner for Gwent, your office has
responsibility for setting policing priorities, holding the Chief
Constable to account, and overseeing complaints and conduct. I would
like to request the following information:

1. Is the PCC aware of the drug and alcohol testing policy used by
Gwent Police for its officers, police staff, and contractors? If so,
does the PCC hold a copy of that policy, and has the PCC reviewed or
approved it?

2. Does the Gwent Police drug testing policy include the following
safeguards:    (a) Confirmatory laboratory testing (e.g. LC-MS/MS or
GC-MS) before any adverse action is taken on the basis of an
immunoassay screening result;
   (b) Review by an independent Medical Review Officer (MRO) or
equivalent qualified professional;
   (c) Consideration of lawful explanations for a positive result,
including the use of commercially available CBD products, prescribed
cannabinoid-based medicines (e.g. Sativex, Epidiolex), or dietary
sources;
   (d) Referral to Occupational Health before disciplinary proceedings?

3. In the last three years, has the PCC received any complaints,
representations, or correspondence from officers, staff, or members of
the public regarding Gwent Police's drug testing procedures or
outcomes?

4. Has the PCC commissioned, funded, or overseen any substance misuse
or drug testing services in the Gwent area? If so, do the
commissioning contracts or service specifications require the
safeguards listed in Question 2?

5. Is the PCC aware of any officer or staff member of Gwent Police who
has been dismissed or subjected to disciplinary action based solely on
an unconfirmed immunoassay drug screening result (i.e. without
confirmatory laboratory testing)?
