Two duties are placed on public authorities under Section 1 of the Freedom of Information Act 2000 (FOIA). Notwithstanding applicable exemptions, the first duty at, Section 1(1) (a), is to confirm or deny whether the information specified in a request is held. The second duty at, Section1 (1) (b), is to disclose information that has been confirmed as being held. Under the provisions of those sections of the FOIA, we can confirm that the information you seek is held by the Office of the Police and Crime Commissioner for Gwent.
You requested the following information
1.The total number of Full-Time Equivalent (FTE) Independent Domestic Violence Advisors (IDVAs) currently commissioned or funded for delivery in that specific county.
The Gwent IDVA Service is currently comprised of17 IDVA’s equating to 15 FTEs. The five local authority areas and service currently has the following resource in quarter 2 of 25/26. Demand is continuously monitored to ensure the best level of service possible for each local authority area.
Blaenau Gwent – 1.7 FTE (2 IDVA’s)
Caerphilly – 3.3 FTE (4 IDVA’s)
Monmouthshire – 1 FTE (1 IDVA)
Newport – 4 FTE (4 IDVA’s)
Torfaen – 1.9 FTE (3 IDVA’s)
Health IDVA – 2 FTE (2 IDVA’s) covers 5 LA's
Older Persons IDVA – 1 FTE (1 IDVA) covers 5 LA's
There may be additional IDVA's in region, commissioned by other organisations, which we would not have details of.
2.The total number of Full-Time Equivalent (FTE) Independent Sexual Violence Advisors (ISVAs) currently commissioned or funded for delivery in that specific county.
The Gwent ISVA service currently employs 10 ISVA's in Gwent, 8 FTE, 1 30hrs and 1 22.5 hrs. They are not allocated to any specific LA, they all operate across Gwent.
There may be other ISVA's employed in the region outside of this contract, commissioned by other organisations, which we would not have records of.
3.The total number of Full-Time Equivalent (FTE) Young People's Violence Advisors (YPVAs) / Children's IDVAs (ChIDVAs) / Children and Young People's Domestic Abuse Support Workers currently commissioned or funded for delivery in that specific county.
Within our commissioned services there are 2 children's ISVA's in the ISVA service, who work across the Gwent region and are not allocated to any specific LA.
4.For the support workers listed in question 3, please specify the minimum age at which they can offer direct one-to-one support to a child.
ChISVA's from aged 3.
The IDVA service works with children from aged 16+ but there are no ChIDVA's in the service.
- For the figures provided in (1), (2), and (3), please specify the commissioning organisation that delivers the post (e.g., DASU, Directly from LA, Llamau, etc.) and the commissioning method (e.g., directly commissioned by OPCC, jointly funded with Local Authority/Health Board, or other).
The Regional IDVA service is delivered by Newport City Council and is jointly commissioned and funded by the OPCC, 5 Local Authorities, Health and the Welsh Government VAWDASV Grant.
The ISVA service is delivered under contract by New Pathways and is commissioned and funded jointly by Gwent, South Wales and Dyfed Powys OPCCs across the three Police Force areas.
