Good morning,

Thank you for clarifying your request.

Having reviewed your email, it is apparent that part of your request falls under the Freedom of Information Act (FOIA) rather than Data Protection legislation, as it is does not relate to personal information.  Details on the FOIA can be found at  How to access information from a public authority | ICO

I just wanted to clarify the differences between the Office of the Police and Crime Commissioner (OPCC) and Gwent Police as they are two separate organisations. The role of the OPCC is to hold the police to account and we are not able to get involved in operational policing. As such we will not hold policing information, although we may hold information about you if you have contacted us about another matter.   I note you have also requested information from Gwent Police, as such, your request has been forwarded to them directly for processing.

With regards to your request for information from the Police and Crime Panel, I understand they have responded to your request for information previously.  Should you wish to request further information or a review of the information provided,  they are the appropriate authority to contact. You may wish to contact them using the following email address gwentpcp@CAERPHILLY.GOV.UK

The Freedom of Information Act is a public disclosure regime, not a private regime. Any information disclosed under the Act is thereafter deemed to be in the public domain, and therefore freely available to the general public and will be published on the OPCC website.

You have the right to appeal our decision if you think it is incorrect. Should you feel dissatisfied with this response or the way in which your request was handled, information on the Office of the Police and Crime Commissioner for Gwent FOI Appeals Procedure can be found on our website:

https://www.gwent.pcc.police.uk/en/transparency/know-your-rights/your-information-rights/freedom-of-information/appeals-process/

If you remain dissatisfied after an internal review decision, you have the right to apply to the Information Commissioner’s Office. The Commissioner is an independent regulator whose details can be found using the following link  https://ico.org.uk/

You can also write to the Information Commissioner’s Office at the following address:

Information Commissioner’s Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF

With regards to your question : This is not related to the access request, but do the Crime and Police Commissioner fall under the local authority and accountability is to the Welsh Assembly or does it fall under central government?  Police and Crime Commissioners are accountable to the public, through direct elections every four years, to Police and Crime Panels, and to the Home Secretary.
