Two duties are placed on public authorities under Section 1 of the Freedom of Information Act 2000 (FOIA). Notwithstanding applicable exemptions, the first duty at, Section 1(1) (a), is to confirm or deny whether the information specified in a request is held. The second duty at, Section1 (1) (b), is to disclose information that has been confirmed as being held. Under the provisions of those sections of the FOIA, we can confirm that the information you seek is partly held by the Office of the Police and Crime Commissioner for Gwent.

 

You have requested the following information:

 

We are requesting information to understand how many Child Independent Domestic Violence Advisers (CHIDVAs) and Child Independent Sexual Violence Advisers (CHISVAs) you currently commission. For the purposes of this Freedom of Information request, CHIDVAs and CHISVAs are independent domestic and sexual violence advisers who specifically work with children (under 18s), and not with adults.

 

We are looking to find:

  1. How many FTE Child Independent Domestic Violence Advisers (CHIDVAs) have you commissioned in the financial years 2023-2024; 2022-2023; 2021-2022?

The Office of the Police and Crime Commissioner (OPCC) commissions the service as opposed to specific IDVA’s. Please see link to the decision logs as published on our website.    You may wish to contact Newport City Council directly to ascertain the specific services provided.

  1. How many FTE Child Independent Sexual Violence Advisers (CHISVAs) have you commissioned in the financial years 2023-2024; 2022-2023; 2021-2022?

The OPCC commissions the service as opposed to specific ISVA’s.  The ISVA service is provided by New Pathways and Cyfannol Women’s Aid.  As part of their funding, New Pathways have a Children and Young People ISVA, this does not mean that other ISVA’s do not work with children.  Umbrella Cymru have also been awarded funding to support children and young people who are victims.  Please see link to the decision logs published on our website.  You may wish to contact New Pathways and Cyfannol directly to ascertain the specific roles and services provided.

  1. How many FTE Child Independent Domestic Violence Advisers (CHIDVAs) and FTE Independent Sexual Violence Advisers (CHISVAs) have you co-commissioned with local authorities in the financial years 2023-2024; 2022-2023; 2021-2022?

The OPCC does not usually co-commission with local authorities.  Please see links below for the services that have been commissioned.  For the last 2 years we have received MOJ funding for IDVA’s which is why there is a significant difference in the budget allocated to the IDVA service from 22/23 onwards.    The MOJ also provided us with funding for ISVA aspects, details can be found in the decision log links below.  As mentioned in response to question 2, New Pathways have funding for a children and young people ISVA, you may wish to contact them for further information.

  1. How may FTE Independent Domestic Violence Advisers (IDVAs) have you commissioned in the financial years 2023-2024; 2022-2023; 2021-2022?

The IDVA Service is funded by both the OPCC and Welsh Government; both contribute approximately 50% of its overall funding. The IDVA Service is comprised of a full-time Regional IDVA Manager and 16 FTE IDVA’s.  Please see link to the decision logs as published on our website.
