The Police and Crime Commissioner for Gwent has monitored the financial position of the Force and is satisfied with progress.

As part of the Commissoners monitoring duties under section 17 of the Policing Protocol Order 2011, the financial position of the Force has been monitored.

A £4million deficit had been projected for 2016/17; further discussions would be needed in order to identify how this saving was to be made. We requested more detailed explanations were provided on the Medium Term Revenue Projections 2012/13 to 2016/17 Assumptions appendix and that further detail on the reing-fenced reserves was also provided.

The Police and Crime Commissioner for Gwent has been briefed on the budget process for 2013/14 and is satisfied with progress.

There is currently a two-tiered approach to managing risk within the organisation. The strategic level which involved management of high level, corporate risks that will impact the Force as a whole and the achievement if Force objectives and the organisational level, whereby risks are managed on a local and departmental level.

The Commissioner has therefore been asked to continue with the current approach to monitoring strategic risk and to establish a new risk register for the Office of the Police and Crime Commissioner.

The Financial Management Code of Practice for the Police Service of England and Wales requires that a Police and Crime Commissioner and Chief Constable establishes an Independent Audit Committee and recommends this should be a combined body.

Following an open recruiting process three of the five independent members of the Joint Audit Committee were appointed, subject to confirmation foloowing the election of the Police and Crime Commissioner, from the 30th September 2012 for a period of five years.
