Treasury Management covers borrowing, investing, banking and cash flow management.

The Commissioner is required to adopt and comply with the CIPFA Prudential Code for Capital Finance in Local Authorities and the CIPFA Code of Practice on Treasury Management. The Treasury Management Strategy 2013-14 to 2015-16 and the Treasury Management Practices have been agreed in order to comply with the codes.

The Police and Crime Commissioner for Gwent has agreed to the Head Office Concept and to progress with the relocation of head office services, including the Office of the Police and Crime Commissioner to to Vantage Point, Cwmbran.

After assessing value for money, the Commissioner has agreed to the relocation of head office services to Vantage Point, Cwmbran. The Commissioner has agreed with the Chief Constable to review the timeline of neighbourhood reprovision whilst the decommissioning of headquarters progresses throughout 2013. All decisions made will be the most suitable for the communities concerned.

The Commissioner received a business case on the feasability of entering into a partnership arrangement relating to the provision of an integrated finance and resources system. After discussion with Chief Officers and weighing up other options available, the Commissioner has decided not to progress with the Cheshire and Northamptonshire collaborative arrangement. Other options are currently being researched.
