Could you advise me of the Commissioner\'s monitoring process regarding cautions issued by the force in your area in the years 2014, 2015 and 2016.

Two duties are placed on public authorities under Section 1 of the Freedom of Information Act 2000 (FOIA). Notwithstanding applicable exemptions, the first duty at, Section 1(1) (a), is to confirm or deny whether the information specified in a request is held. The second duty at, Section1 (1) (b), is to disclose information that has been confirmed as being held.

Under the provisions of those sections of the FOIA, we can confirm that the information you seek is not held by the Office of the Police and Crime Commissioner for Gwent. Please find responses below.

A member of staff from the Office of the Police and Crime Commissioner for Gwent (OPCC) sits on both the force performance board and the local criminal justice board where these issues may be discussed. If further information is required for any reason then the OPCC could request this from the force; we do however need to ensure that we do not look to dictate how the Chief Constable undertakes his operational responsibilities as the OPCC is legally, not able to do so. The Commissioner now chairs the Local Criminal Justice Board as of January 2017 – performance figures will be presented to this meeting in the future.
