Stop and Search Scrutiny
In January 2013, the Commissioner decided to implement a stop and search dip sampling procedure, to be undertaken on his behalf by a dip sampling group (Decision Log - PCCG-2013-001).
The group has been established with a Terms of Reference and consists of members of the Independent Advisory Group (IAG) who undertake the exercise as representatives of the community.
In September 2017, at the request of the Assistant Chief Constable, work was undertaken to expand the focus of the group to include all use of force exercised by Gwent Police. The group was renamed the Legitimacy Scrutiny Panel and a new Terms of Reference created. The Scrutiny Panel is co-ordinated and supported by the staff of the Commissioner's office.
The outcomes and recommendations from Scrutiny Panel sessions are reported to the Police and Crime Commissioner for review and feedback. The final report is provided to Gwent Police for consideration and action as appropriate. Progress against the recommendations is monitored at Gwent Police’s internal scrutiny meeting.
